Public Service Loan Forgiveness has undergone significant changes over the past three years. For California nurses, the combination of PSLF and state public sector employment creates one of the most powerful debt elimination strategies available anywhere in the country.
Who Qualifies
To qualify for PSLF, you must: (1) have federal Direct Loans, (2) be enrolled in an income-driven repayment plan, (3) work full-time for a qualifying employer, and (4) make 120 qualifying monthly payments. California qualifying employers include: all CDCR facilities, all county hospitals and health departments, all VA facilities, all UC Health facilities, all CSU campuses, all K-12 school districts, and most 501(c)(3) nonprofit hospitals.
The Income-Driven Repayment Calculation
Under IDR plans, your monthly payment is calculated as a percentage of your discretionary income. For nurses earning $80,000 to $120,000 with significant loan balances, IDR payments are often substantially lower than standard 10-year payments — meaning more of your loan balance remains to be forgiven after 120 payments.
The Annual Certification Requirement
Submit the PSLF Form annually. This is not optional. Annual certification is the only way to verify that your employer qualifies, your loans qualify, and your payments are counting. Problems identified in year 2 are correctable. Problems identified in year 9 may not be.
